What is the difference between Component and Full URL?

Component mode encodes almost everything (like encodeURIComponent) — best for query values. Full URL mode keeps structural characters such as : / ? & # (like encodeURI).

Why treat + as space?

Some form encodings use + for spaces. When decoding, that option converts bare + characters to spaces before percent-decoding.
